I'm reading through "Prequel: An American Fight Against Fascism". Maddow points out that Huey Long, a mob boss like politician in Louisiana uses "Lyingnewspapers" as a means to discredit negative press. The parallel of this between the Orange God King Trump's "Fake news" is uncanny.

In the book it was used to describe the fact that leniency of the U.S. legal system can be used to create systems that allows for a multi-tiered justice system. The Germans sent people to the U.S. to study the ways in which the whites remained in power with the intent to use a similar approach to subjugate the Jews in Germany.

Mainly the second meaning while talking with Rus: disregarding accepted rules or conventions, especially in grammar or literary style.
